Workforce 2035 is structured across four sub-groups to reflect key stages of development and transition: Foundations(ages ~7–11, elementary school), Explorers (ages ~12–16, high school), Launchers (ages ~17–19, preparing to enter university or early pathways), and Shapers & Operators (ages ~20+, spanning those approaching graduation through to early career professionals). These groupings are designed not only around age, but around mindset, exposure, and evolving contribution to the future of work. Importantly, the more senior groups are expected to actively pivot downwards—mentoring, guiding, and sharing insight with younger members—creating a continuous loop of learning, perspective, and support across the council.
